What is the point of Section 3?

The latest date for the receipt of applications for an employment allowance under Section 8 of the original 1939 Act was the 31st March in the preceding financial year for which the allowance might be given or such later date prior to the making of the rate as the Minister might order. Section 7 of the 1946 Act changed to 1st February in the financial year the date for which a claim for an allowance under the 1947-48 scheme can be made. The new section makes the date the 15th October in the financial year. It reduces the time available.

I do not follow the Parliamentary Secretary. Does he mean to say that we shall have to claim before the 15th October in order to get an abatement?

In future claims will have to be made before the 15th October in order to give the Department of Finance time to make an estimate as to what the grant will be.

That is only operative as from the 15th October, 1948?
