I move:—
That, pursuant to sub-section 2º of Section 2 of Article 25 of the Constitution, Seanad Éireann concur with the Government in a request to the President to sign the Health Bill, 1954, on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him.
If the Bill were sent to the President to-morrow, having been passed here, it could not be signed for five days—later than the 2nd August—and as the purpose of the Bill is such that it must become law before the 1st August, we are asking: "That, pursuant to sub-section (2) of Section 2 of Article 25 of the Constitution Seanad Éireann concur with the Government in a request to the President to sign the Health Bill, 1954, on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him."
