Appropriation Bill, 1965 (Certified Money Bill): Earlier Signature.

I move:

That, pursuant to subsection 20 of section 2 of Article 25 of the Constitution, Seanad Éireann concur with the Government in a request to the President to sign the Appropriation Bill, 1965, on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him.

The need for this motion arises from the fact that the sum of money authorised by the Central Fund Act, 1965 is estimated as the amount that will be required to meet expenditure for the first four months of the financial year, that is up to and including the month of July. As the amount authorised by this year's Central Fund Act might not suffice to meet expenditure up to the date on which the Appropriation Bill would be presented to the President, in the normal course, for signature, it is necessary to move this motion requesting the President to sign the Bill as soon as it is presented to him.
