Order of Business.

It is proposed to take Nos. 16, 17 and 1 in that order, the debate on Nos. 16 and 17 to be terminated not later than 5 o'clock. It is agreed that there will be no limitation on the length of time for which each Senator may speak.

On the Order of Business, might I ask again if it is possible to indicate whether any motions will be taken next week and also make a general inquiry for information with regard to sittings next week?

The House will not be sitting on Wednesday of next week. Government business will be taken on Thursday and, consequently, it does not appear possible to take a motion next week, but the leader of the House will be here later on and perhaps the Senator could raise it again, if necessary.

Is it, first of all, agreed as regards Motions Nos. 16 and 17 that the previous decision of the House will be rescinded for the day with regard to the time limit on speeches and that there will be no time limit on speeches but that the proceedings will end on the motions at 5 p.m.

There is the question of a concluding speech. Is it agreed that at 4.40 p.m. Senator Kelly should be allowed to conclude?

It depends on how the debate goes. If a large number of points are raised on the other side which we feel require reply it may be that 20 minutes would not suffice. Might I suggest 30 minutes? We may not use them but I suggest 30 minutes would be more reasonable, seeing that we are dealing with two motions together.

Perhaps it could be agreed that the concluding speaker would be called not later than 4.30 p.m.
