Business of Seanad.

On the Business of the House I suggest that we should now adjourn until 1.30 p.m. There is another matter that I would like to mention. We did order for today both the Urban Renewal Bill on Second Stage and the Garda (Complaints) Bill on Second Stage. The position is that neither the Minister for Justice nor the Minister of State at the Department of Justice will be available next week. My suggestion would be that if the Urban Renewal Bill has not been completed on Second Stage by 4 o'clock we should then take the Garda (Complaints) Bill so that the Minister for Justice could make his Second Stage speech. Therefore, the House could debate the Bill next week. It is not proposed that there should be any further speeches. The Minister is content that the Second Stage would be debated in his absence next week rather than delay the proceedings.

We are agreeable to that but it is unfair to this House that the Minister for Justice cannot be here next week because it means that the Garda (Complaints) Bill cannot be discussed next week.

It can, yes. The proposition is that the Minister should make his Second Stage speech. The Minister will ask another Minister to come in to attend and reply to the Second Stage debate.

But then he also has the Courts Bill and is there not another Courts Bill to come in?

All this is coming up at the end of the term. It is unfair to Senators. The business of the other House is never held up. We have been continually held up by Ministers. I am not saying it it only Ministers in the present Government. It is always happening and it is most unfair.

May I ask the Leader of the House whether it is intended that the Report Stage of the Courts Bill will be taken next week?

It is not intended to take the Report Stage of the Courts Bill next week nor to take anything other than the completion of the Second Stage of the Garda (Complaints) Bill. There is a slight possibility that another Bill on Second Stage, the Nationality and Citizenship Bill, could be taken in the Minister's absence by another Minister. The proposal has been made in order not to hold up the discussion by the House.
