Business of Seanad.

I have notice from Senator Brendan Ryan that, on the motion for the Adjournment of the House today, he proposes to raise the following matter:—

The widescale practice of requiring members of the travelling community to "sign on" at labour exchanges for social assistance at a fixed time.

I also received notice from Senator Jim Higgins of the following matter:—

The need for the Minister for Health to indicate his intentions in relation to the opening and staffing of the Aras Attracta Mentally Handicapped Unit at Swinford, Co. Mayo.

I have also received notice from Senator Rory Kiely of the following matter:—

The delay by the Minister for Agriculture in implementing the Control of Bulls for Breeding Act, 1985, which was passed in July of last year.

I also received notice from Senator Michael D. Higgins of the following matter:—

The undue delay by the Department of Education in acceding to the request of the Sligo School Project who are seeking to establish a multi-denominational school in Sligo.

I also received notice from Senator Jack Fitzsimons of the following matter:—

The need for the Minister for Education to have the proposed extension to Longwood Vocational School, County Meath, completed as a matter of extreme urgency.

I regard the matters raised by Senators Brendan Ryan, Jim Higgins, Kiely, Michael D. Higgins and Fitzsimons as suitable for discussion on the Adjournment.

I have selected Senator Brendan Ryan's matter for today's Adjournment and it will be taken at the conclusion of business.

Senators Jim Higgins, Kiely, Michael D. Higgins and Fitzsimons may give notice for another day of the matters they wish to raise.

In regard to the matter on the Adjournment of which I gave notice last Thursday, I have since received a letter from the Minister of State at the Department of Agriculture which reads:

Dear Rory

You will be interested to learn that 1 November has been set as the date on which the Controll of Bulls for Breeding Act, 1985, comes into operation.

The Act, as you know, limits the use of bulls for breeding purposes to those entered in or eligible for entry in the Herd Book of an officially recognised Breed Society. Regulations have also been made prescribing the circumstances in which persons will be issued with permits to keep unregistered bulls——

I thought the Senator was going to be short. I thought he was going to make a case to withdraw the motion.

——(i.e. bulls not entered in a Herd Book recognised by the EEC) and the fees to be charged for such permits. The effect of the regulations is that from 1 November it will be unlawful for any person to have in his possession an unregistered bull unless such possession is authorised by permit.

Do you withdraw the motion?

On a point of order or information, as regards the notice of motion submitted by Senator Higgins, my advice to him, as the former Chairman of the Western Health Board, is that he should ask the Minister for Health and the Government to make the money available and not waste the time of the Seanad. The Taoiseach was giving out money all over the country a few weeks ago but he could not give a few bob to the Western Health Board.
