Health Boards (Amendment) Regulations, 1989: Motion

I move:

That Seanad Éireann approves the following Regulations in draft:

Health Boards (Amendment) Regulations, 1989

a copy of which Regulations in draft was laid before Seanad Éireann on 10th April, 1989.

The reason for these draft regulations to be brought to the House is that there was a wish that Galway Corporation should have a say in the workings of the Western Health Board and these draft regulations grant Galway Corporation the right to have two representatives on the Western Health Board.

The draft regulations read as follows:

The Minister for Health, in exercise of the powers conferred on him by section 4 of the Health Act, 1970, (No. 1 of 1970), after consultation with the Minister for the Environment and compliance with subsection (4) of that section, hereby makes the following Regulations as respects which pursuant to the said section 4, a draft has been approved by a resolution passed by each House of the Oireachtas:

1. These Regulations may be cited as the Health Boards (Amendment) Regulations, 1989.

2. Article 11 of the Health Boards Regulations, 1970 (S.I. No. 170 of 1970) is hereby amended as follows:—

(a) in sub-article (2) "the county borough of Galway and" shall be inserted before "the administrative counties";

(b) in sub-article (3) "thirty-one" shall be substituted for "twenty-nine"; and in paragraph (a) of the sub-article "two members appointed by the Mayor, Alderman and Burgesses of the County Borough of Galway" shall be inserted before "six members".

The purpose of this motion is to ensure that there will be adequate representation for the people of Galway city, by allowing the Western Health Board to be able to have as part of its membership members from Galway Corporation. This is the result of a change which took place in 1986 when the administrative area of Galway was extended to include a borough council. A large part of the area under the former jurisdiction of Galway County Council was transferred to the control of Galway Corporation. It included a large residential area and a very large industrial zone. In order to ensure that there would be a pro rata representation for the people of the county of Galway and the people of the city of Galway this motion is before the House.

Consultation is taking place between Galway County Council, Galway Corporation and the Western Health Board and consultation through these bodies is also taking place with the Department of the Environment and the Minister for the Environment. As a result of agreement being reached on this matter — because it was expected at one stage that a new Bill may be drafted by the Department of the Environment to take into account some local authority changes — it was necessary to have further consultation. Those consultations have now been concluded and as a result the motion is before this House.

I believe it is important that the House would agree this motion to ensure that the people of the city of Galway have full statutory representation on the Western Health Board, which covers the administrative areas of the counties Galway, Mayo and Roscommon. I know that the Western Health Board through its large membership and through its excellent staff, are making a great contribution to the administration of health affairs in the west of Ireland. We are very confident that the addition of the representation of Galway Corporation, which comprises an area with three excellent hospitals and very large community out-patient services, will be reflected in the views, workings and operations of the Western Health Board.
