Question proposed: "That section 5 stand part of the Bill."

I cannot understand why the section will come into operation "on the 2nd day of October". I think it would be more appropriate if it came in on 6 April. My party are also in favour of a supplementary amount for each child above the age of 12 years because of the cost factor these days of feeding, clothing and educating children over 12 years of age.

This refers to bringing in the child benefit earlier. The principal problem is the cost. I am very happy to have it back in the annual list for increases because, with all that has happened, I recognise it is the one payment that goes straight to the mother. A Senator spoke extensively about women in the home and the importance of getting something directly to them. I believe this is a good scheme in that sense. I would be very happy to have it back, but there is the question of the additional cost in bringing it in.
