Vol. 125 No. 14

Order of Business.

It is proposed to take Items Nos. 1 and 2 until 5 p.m., from 5 p.m. to 9 p.m. to take all Stages of the Industrial Credit (Amendment) Bill and from 9 p.m. to 11 p.m. motion No. 32.

In view of the procedures followed in the other House and of the long list of Bills the Leader of the House mentioned last week to be concluded by the end of the session, could he give us some indication today when he expects this session to end and could he give us a guarantee that there will be no allocation of time motions between now and the end of session?

Senator Manning took most of the words out of my mouth. First, I would like to reinforce what he said and to ask the Leader of the House for an assurance that we will have no Bills guillotined by the end of this session. That is most important. Secondly, I would like to ask what we are discussing tomorrow and what is the plan for tomorrow? Thirdly, we should have a full programme until the end of the session because it is seriously revised at this stage.

May I ask the Leader of the House if the Broadcasting Bill will be taken in this House before the end of the current session?

In view of the latitude you granted to Senators Manning and Fallon to air their views on the Order of Business in recent weeks concerning the implications of recent court cases on the question of separation of powers, perhaps you might consider inviting Senator Manning to make a statement on current Fine Gael policy on the matter in the light——

It is not a matter for the Order of Business.

On the question raised by Senator Manning in regard to the legislation for the rest of the session, as I understand it, it is hoped to take the Insurance Bill, the Industrial Relations Bill, the National Treasury Management Agency Bill and the Broadcasting Bill which was raised by Senator Upton. I understand there is a minor amendment to the Water Pollution Bill which was a Seanad Bill and which may come to us and there is also the Pensions Bill and the Shannon Navigation Bill. Those Bills must be taken before the end of the session. Obviously we will have to meet three or four days each week and we will have to continue until 11 o'clock or 12 o'clock each night. These are matters the Whips will decide tomorrow morning when they meet.

I expect that reply deals with the query raised by Senator Ross when he asked what we will be discussing tomorrow; we will discuss the Criminal Justice Bill and the Health (Nursing Homes) Bill. Senator Upton asked about the Broadcasting Bill and I have given a reply on that. Senator Norris's query was not a query in the Order of Business.

Order of Business agreed to.

I understood that Item No. 6, the Statute of Limitations (Amendment) Bill was to be taken.

You cannot raise that matter now. The Order of Business has been replied to by Senator Fallon and that concludes that item.
