I move amendment No. 6:
In page 13, line 13, to delete "substantial".
This section states that "damage to the environment" means substantial physical damage to human health or to marine life or resources in coastal or inland waters or areas adjacent thereto, caused by pollution, contamination, fire, explosion or similar major incidents. Why must it be substantial physical damage? I suggest the Minister to delete the words "substantial".
