Section 1 (2) provides for the Act coming into operation on such day or days as may be ordered by the Minister. If I read section 4 correctly, it says that "any order or regulation made under this Act, other than an order under section 1 (2), shall be laid before each House of the Oireachtas" under what I would call this passive procedure; I will deal with that when I refer to section 4. I presume this means that the orders for bringing the Act into effect will have to come before the Houses of the Oireachtas and be the subject of a positive decision before the Act could come into effect. Is that correct?
