A new standard based apprenticeship system was provided for in the Programme for Economic and Social Progress. The provision of funding to allow for this new apprenticeship system was discussed by the Government with the social partners at the Central Review Committee of the Programme for Economic and Social Progress. This discussion within the CRC led to an agreement on funding proposals for the new apprenticeship system by means of an apprenticeship fund. There will be four industrial sectors and a new employers’ apprenticeship levy whereby employers will pay 0.25 per cent of the payroll to the fund. The apprenticeship levy is intended to cover payments to apprentices while engaged in off-the-job training and contributions towards any associated travel and accommodation costs. This funding agreement is aimed at ensuring that there will be no direct costs to the individual employer while an apprentice is engaged in off-the-job training. The funding proposals have been approved by the Government and the Bill is intended to bring the new levy into effect.
