Section 13 deals with the revocation of approval by the Central Bank. I presume it sets out the procedure to be followed when the Central Bank revokes a licence and the reasons a person's licence is being revoked.

Yes, it does. Section 13(2)(a) states: "it shall notify the payment system concerned that it intends to seek the consent of the Minister to the revocation and of the reasons for that revocation and that the system may, within 21 days . . . . . . . . ..". The reasons are specified in the section.
