I take it that this application for rod fisheries will be sympathetically considered. I know of where if refused it would operate to destroy entirely the value of the residence ; that is to say that if the rod fishing was not given to the owner of the fishery taken over.

Would the Minister say what the object of stressing the transition period was? We have got the word " primarily " in (2) (a). Then we go on to the arbitrator. Will he take account of the value of the fishery before commencing? Then we come on to (b) (iii) where there are some words at the end which read " the extent to which the owner or occupier has been permitted peaceful occupation during the transition period ". Now the Minister tells the Dáil and the Seanad that there will be no raidings. I am referring to some cases of which the Minister has knowledge. I do not know why these words are there. Finally we come to (b) (iv). Let us take the case of the Moy. The Moy fishery during the last few years has spent £15,000 establishing their title but during that time 40,000 fish were taken out by raiders. Will the arbitrator in assessing the compensation under (2) (a) and (b) (iv) take account of that fact ?
