SECTION 112.

(1) The Board may by order make regulations in relation to all or any of the following matters, that is to say:—
(a) the returns to be made to the Board by holders of licences and registered minor curers;
(b) the times at which such returns are to be made;
(c) the forms in which such returns are to be made.

I move amendment No. 107:—

In sub-section (1), paragraph (a) page 51, line 39, to insert after the word " returns " the following " (including returns in relation to any period or periods commencing before the date of such regulations, but not earlier than the 1st day of January 1934)".

We are amending this Bill by making the year 1934 as the basic year for all quotas. We want to have power to ask for returns for the year 1934, and this amendment provides for that.

Is it fair that under this section no form is prescribed for these returns which might not be available, in view of the fact that this Act was not in operation in 1934 ?

Minister for Agriculture

The Board, of course, will make the regulations and they should be cognisant of the difficulties in that respect. As a matter of fact, I think we have all the returns we will require.

SECTION 114.
The Board may by order make regulations in relation to any matter or thing referred to in this Part of this Act as prescribed.

Surely the scope of this section is too wide.

Minister for Agriculture

The Board may only make regulations as prescribed.

Does that mean that the Board can only make regulations about such matters as are referred to as prescribed regulations in the Bill ?

Yes, it says: " The Board may by order make regulations in relation to any matter or thing. . . .as prescribed."
