345 Mr. R. Bruton asked the Minister for Finance if assessments are underway in his Department on the activities proposed for decentralisation; the impact on the operations of the Department; the risks to the organisation attendant on this move; the measures that will be put in place to minimise disruption; and if these reports will be presented to him at an early date for consideration. A special Cabinet sub-committee has been put in place to oversee implementation of the decentralisation programme. I have also appointed an implementation committee, chaired by Mr. Phil Flynn. This committee has to prepare and submit an overall implementation plan by the end of March 2004. The implementation plan will address issues such as sequencing of various moves; acquisition/financing of new offices; associated rationalisation of government property; scope for pooling common services between Departments; and the major human resource issues that will need to be addressed.
