184 Mr. J. Bruton asked the Minister for the Environment, Heritage and Local Government his views on the imposition of development levies in the use of their powers by local authorities under the Planning and Development Act 2000 on pollution statement measures (details supplied) and works on listed buildings which are necessary for the upkeep and preservation of those buildings. While the Minister for the Environment, Heritage and Local Government may comment on a draft development contribution scheme during its consultation period, it is ultimately for the elected members of the planning authorities to determine the classes of development to which the contributions will apply, having regard to the actual cost of providing infrastructure in that area.

Circular letter PD 4/2003 of 27 June 2003 advised planning authorities that a scheme can allow for a lower, or no, contribution in certain circumstances in order to promote planning objectives in their own functional area.
