244 Mr. Timmins asked the Minister for Finance if his self employment section will send a nil net liability for 2000/2001 and 2001/2002 to the Department of Social and Family Affairs for a person (details supplied) in County Wicklow who needs to be allowed to pay the self employment contribution directly to social welfare to qualify for a contributory old age pension; and if he will make a statement on the matter. I am informed by the Revenue Commissioners that it appears from their records that the taxpayer has never been registered as a self-employed individual. On submission of a completed return of income form together with details of the taxpayer's previous tax history a nil net liability letter will, if appropriate, issue to the taxpayer provided the income is below the exemption limit.

This letter can then be furnished to the Department of Social and Family Affairs and any self-employment voluntary PRSI contribution paid. A form 11 return of income together with a covering letter issued to the taxpayer on Friday, 13 February 2004.

I am further advised that the taxpayer's income tax affairs are dealt with in the Kildare, Meath, Wicklow customer services district of the Revenue Commissioners, Grattan House, Lower Mount Street, Dublin 2, telephone number 01- 6474000, extensions 44744, 44745, 44854, 44855.
