I have indicated previously in the House that, pending resolution of the issues, it would not be appropriate to go into the details of the possible constitutional and practical difficulties involved in the Bill providing for the abolition of ground rents, other than to say that the difficulties concern the respective rights of ground rent tenants and landlords and the registration of interests associated with the measure.
