269 Mr. J. Bruton asked the Minister for the Environment, Heritage and Local Government if the on-line payment facility for car tax will be enhanced and amended to ensure that verification must be received of the car owner having a verifiable traceable car insurance when logging on to pay their car tax through the Internet system recently established by him; and if he will make a statement on the matter. Motorists taxing cars on-line are required to provide details of insurance company, policy number and expiry date and to give a declaration as to the veracity of this information. This information is maintained on the national vehicle and driver file and is transmitted to the gardaí as part of the regular update of PULSE. False declarations are subject to penalties of up to €1,270.

I understand that the Minister for Transport is in discussion with the insurance industry in relation to the establishment of a comprehensive database of motor insurance details. Such a database would facilitate on-line insurance verification.
