90 Mr. O’Shea asked the Minister for Education and Science , further to Parliamentary Question No. 94 of 25 March 2004, when sanction was granted by his Department for a permanent whole-time class III teacher post for the person involved; if the requirements of paragraphs two and five of circular 10/98 were satisfied; and if he will make a statement on the matter. Sanction for appointment to a permanent whole-time teacher post in respect of the person named by the Deputy was conveyed by my Department to County Waterford VEC on 23 February 2000. The decision to offer a person a permanent whole-time teaching position following sanction is an operational matter to be dealt with by the particular VEC.

The criteria and conditions relating to permanent whole time appointments in respect of VTOS are set out in circular letter 10/98. This circular was issued to VECs in March 1998 and it is a matter for the VEC to implement the conditions outlined, including paragraphs 2 and 5, when making appointments.
