105 Ms McManus asked the Minister for Transport his proposals for a new driver testing and standards authority; if his attention has been drawn to concerns expressed by trade unions representing administrative staff and driving testers who claim that a new agency is not necessary to reduce waiting lists; and if he will make a statement on the matter. The Driver Testing and Standards Authority Bill was published on Tuesday, 6 July 2004. I met the staff associations on 10 March 2004 and I am aware of their concerns in relation to the authority. My Department will be consulting further with staff associations in relation to these concerns. I refer the Deputy to Question No. 61 of today in relation to my proposals to reduce numbers waiting for driving tests.

The Bill will provide a statutory basis for the establishment of a driver testing and standards authority which will be responsible for the delivery of the driver testing service to a pre-set performance standard. The authority will also be responsible for promoting improved driving standards generally. Proposals for the establishment of the authority were drawn up following detailed independent reviews of the driver testing service.
