393 Ms O’Sullivan asked the Minister for the Environment, Heritage and Local Government if it is necessary to be in permanent employment in order to qualify for the shared ownership scheme; if working in long-term temporary employment in the public service can qualify; and if he will make a statement on the matter. The administration of the shared ownership scheme is a matter for individual local authorities. Authorities must assess each application under the scheme on its merits and must have regard, inter alia, to the ability of applicants to manage the mortgage and rental commitments arising from a shared ownership transaction. It should normally be possible for this criterion to be satisfied by a range of different employment tenures.
