371 Deputy Michael Creed asked the Minister for Social Protection the date on which a carer’s allowance appeal was received by her and if she will expedite a decision on same as this appeal is delaying a decision on entitlement to enhanced mortgage interest supplement; and if she will make a statement on the matter. An appeals officer, having fully considered all the evidence, disallowed the appeal as it had not been established that the qualifying conditions for carer's allowance had been met. The medical evidence indicated the need for some support but not for full-time care and attention within the meaning of the relevant social welfare legislation.
The decision of an appeals officer is final and may only be reviewed in the light of new evidence or new facts not already presented at the time of appeal.
