197 Deputy Robert Troy asked the Minister for Defence, further to Parliamentary Questions No. 150 of 12 October 2011 and 453 of 25 October 2011, the actual number of promotions by rank and brigade which he approved; and the date the instructions issued to the military authorities to proceed in tabular form. The position is that on 10 October 2011, I sanctioned limited promotions within the Reserve Defence Force to bring the current strength in all ranks, except Corporal, to 70% of the established strength in each rank as provided for in Defence Force Regulations CS 4. In the case of the rank of Corporal, I have sanctioned promotions to bring the current strength to 60% of the established strength as provided for in Defence Force Regulations CS 4. The actual number of promotions that arise in each of the Army Reserve, the Reserve Defence Force Training Authority and the Naval Service Reserve as a result of the sanction of 10 October, and based on the strength numbers at 30 September 2011, are set out in the attached tabular statement.

It is possible that a limited number of consequential promotion opportunities may also arise. These will be identified once promotion plans for each of the Army Reserve, the Reserve Defence Force Training Authority and the Naval Service Reserve have been prepared by the Military Authorities. Additionally, further promotional opportunities may arise where it is shown that there is any further reduction in current strength figures which would reduce the strength below 70% (60% in the case of Corporals) of the established strength for the Reserve Defence Force. This matter will be kept under review in the context of the ongoing Value for Money Review of the Reserve Defence Force and the outcome of the Comprehensive Review of Expenditure.
