454 Deputy Sandra McLellan asked the Minister for the Environment, Community and Local Government if he considered any of the homeowners who have been obliged to emigrate due to the current lack of jobs available to them in this country before he implemented the household charge tax; and if he will make a statement on the matter. The Local Government (Household Charge) Act 2011 and the Local Government (Household Charge) Regulations 2012 provide the legislative basis for the household charge. Under the legislation, an owner of a residential property on the liability date of 1 January 2012 is liable to pay the household charge by 31 March 2012, unless otherwise exempted or entitled to claim a waiver.

456 Deputy Olivia Mitchell asked the Minister for the Environment, Community and Local Government if he will provide an update on the status of the draft guidelines on development contributions for local authorities; when these guidelines are planned to go for public consultation; and if he will make a statement on the matter. I intend to publish draft guidance on development contributions for public consultation in the coming weeks. The guidelines when finalised will be issued as guidance under section 29 of the Planning and Development Act 2000-2010.
