351 Deputy Catherine Byrne asked the Minister for the Environment, Community and Local Government the progress that has been made to allow for the sale of local authority flats as provided for in the Housing Miscellaneous Provisions Act 2009; when tenants will be able to begin the process of purchasing their flat; and if he will make a statement on the matter. The necessary statutory instruments were made in December 2011 under the Housing (Miscellaneous Provisions) Act 2009 to enable the new scheme for the tenant purchase of apartments to come into operation on 1 January 2012. Further regulations will be made in the coming months prescribing the form of the transfer orders for the three transfers of property ownership involved in the scheme. I have asked housing authorities, as the initial step in implementing the scheme, to identify apartment complexes in their housing stock that might be suitable for designation for tenant purchase, subject to the required level of support from the tenants of the complexes concerned. As housing authorities must take a series of steps in the run-up to the individual designation of complexes for tenant purchase, it is not possible to say at this point when councils will be a position to issue the first invitation to tenants in a designated complex to purchase their apartments under the scheme.
