584 Deputy Thomas Pringle asked the Minister for the Environment, Community and Local Government if the Local Government Efficiency Review Group has considered and evaluated the report on the Whole System of Work from Donegal County Council submitted in 2010; if they have a view on the value of this project; and if he will make a statement on the matter. The Whole System of Work Framework Document developed for Donegal County Council was provided to the then Transforming Public Services Office in the Department of the Taoiseach as a contribution to the development of the strategy for public service transformation and was also provided to the independent Chairman of the Local Government Efficiency Review Group for consideration prior to the publication of the Report of the Local Group in July 2010.

The Local Government Efficiency Review Group was established to evaluate the cost base, expenditure and numbers employed in the local government system with a view to preparing specific recommendations to reduce costs, considering the effectiveness of particular programmes and optimal efficiency in programme delivery, and any other proposals to enhance value for money in the delivery of services at local level. The assessment of any specific service delivery model and its potential to deliver efficiencies and contribute to its terms of reference was a matter for the Review Group. The Report does not contain evaluations of specific projects such as that contained in the Whole System of Work Framework Document.
