422 Deputy Robert Dowds asked the Minister for the Environment, Community and Local Government the access interested parties have to the submissions made by third parties to An Bord Pleanála in the course of planning appeals; if he will ensure that all submissions to An Bord Pleanála are fully accessible to the public on the internet; and if he will make a statement on the matter. Section 146 of the Planning and Development Acts 2000-2010 provides that files on appeals can be inspected by members of the public 3 days after the appeals are determined by the Board. These files can be inspected free of charge at the Board's offices on weekdays between 10 a.m. - 12.30 p.m. and 2.30 p.m. - 4.30 p.m., except on public holidays and other days on which the offices are closed. Subject to copyright provisions, copies of documents on these files can be purchased at the Board's offices during these hours for the reasonable cost of copying the documents. The inspector's report and the Board's direction and decision may be viewed and downloaded from the Board's website. Further details concerning inspection and purchase of documents, etc., are available from the Board and on its website,www.pleanala.ie.
