444 Deputy Robert Troy asked the Minister for the Environment, Community and Local Government if there is any legislation in place to ensure that local authorities retain a correct balance between social and private houses when entering leasing arrangements with private landlords in private estates to ensure appropriate social inclusion; and if he will make a statement on the matter. Leasing proposals from local authorities or approved housing bodies must demonstrate that, having regard to the concentration of other social housing in a particular development or in the general area, the leasing proposal does not conflict with the mixed income, mixed tenure dimension of the overall sustainable communities objective. Local authorities have been encouraged to improve social mix in housing areas and new delivery mechanisms, such as leasing and RAS, give them greater flexibility in this regard.

The details of the various leasing schemes are set out in Circulars and guidance documents for housing authorities. These reflect the broad objectives of sustainable communities which are at the heart of the Government's housing policy.
