Ceist:1922. Deputy Thomas P. Broughan asked the Minister for Transport; Tourism and Sport his plans to enact section 54(c) of the 2010 Road Traffic Act giving learners only one point for driving unaccompanied, three points if contested in court, and no points for learners driving without L plates; if so, if he will explain the way this will work without first enacting section 44 of the Road Traffic Act 2010 which will ensure that the current loophole does not continue whereby drivers are getting their cases struck out in court by claiming that they did not receive their notice of fine and points in the post; and if he will make a statement on the matter.
