445. Deputy Joe Higgins asked the Minister for the Environment, Community and Local Government the position regarding the properties registered for the household charge to date; the number that have been registered by persons who registered two or more properties and the number of persons that have registered two or more properties for the household charge. The Local Government Management Agency is administering the Household Charge system on a shared service/agency basis for all county and city councils. I understand, from data provided by the Agency, that as of 9 November 2012 the number of registrations, including waiver registrations, for the Household Charge is 1,094,751.

As the Household Charge system records one owner entry per property, which may in some cases be joint names, definitive information is not available concerning the number of properties which have been registered to multiple accounts.

I understand, again from data provided by the Agency, that as of 9 November 2012 the number of accounts to which more than one unit has been registered for the Household Charge is 781. However, as the system is based on a self-declaration format it permits a person to set up several accounts, each in respect of separate properties or sets of properties, and therefore such figures should be treated with appropriate caution.
