Medical Card Reviews

Deputy Billy Kelleher asked the Minister for Health with regard to Health Service Executive reviews of eligibility for approximately 1 million medical card holders during 2014 that are to be conducted in a risk-assessed manner, the number of reviews that took place in February 2014; the number of medical cards discontinued as a result of these reviews; the number of reviews where a person's income exceeded the weekly income amounts set out in the health service medical card national assessment guidelines but a card was retained on the basis of the exercise of discretion; and if he will make a statement on the matter. The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information has issued to Oireachtas members.

Deputy Brendan Smith asked the Minister for Health the reason a medical card holder who had their application approved in September 2013 with expiry date August 2015 has now received correspondence from the Health Service Executive stating that a review form will have to be submitted prior to the end of March 2014; if his attention has been drawn to the fact that the necessity to go through the application process causes stress and concern to such applicants, particularly older persons; if account is not taken of the fact that the application was only approved relatively recently; and if he will make a statement on the matter. Eligibility for a medical card only exists for so long as a person continues to meet the criteria set out in the Health Act 1970, as amended. All card holders may be subject to a periodic review of eligibility to determine continuing eligibility. Each person eligible for a medical or GP visit card receives a plastic card on which a "valid to" date is printed. This is the latest date that a review may be conducted in respect of that person. Notwithstanding the "valid to" date printed on the card, the HSE reserves the right to review eligibility at any time and to take appropriate action in circumstances where the cardholder no longer fulfils the criteria for eligibility under the medical card-GP visit card national assessment guidelines.

The income thresholds for medical card and GP visit card eligibility for persons aged 70 or older changed with effect from 1st January 2014. In line with these changes, the HSE has initiated reviews of those holding over-70s medical cards to confirm that they continue to meet the criteria for eligibility. The cardholders are being offered the option of completing their review online or by manual review.

Hospital Investigations

Just over three weeks ago I requested the Chief Medical Officer of my Department to conduct a review of the safety of Portlaoise Hospital Maternity Services. Last Friday 28th February, I published the report of the Chief Medical Officer of my Department on the Perinatal Deaths at Midland Regional Hospital, Portlaoise. The CMO's report is far reaching. It makes 42 recommendations and 11 overall recommendations, all of which I have accepted. It not only sets out the immediate requirements for assuring safety for women attending Portlaoise Hospital Maternity Services but also provides the strategic direction for maternity services in Ireland generally.

The Report recommended (overall recommendation No. 8) that the Health Information and Quality Authority (HIQA) should be requested to undertake an investigation in accordance with Section 9(2) of the Health Act 2007. I have written to HIQA directing the Authority to undertake an immediate investigation of Portlaoise Hospital Maternity Services and to report to me by the end of this year. I expect HIQA to publish the Terms of Reference for the investigation in the very near future.

Orthodontic Service Waiting Lists

The HSE provides orthodontic treatment to patients based on their level of clinical need. An individual's access to orthodontic treatment is determined against a set of clinical guidelines and priority is given to patients with greatest needs. The HSE has been asked to examine the specific query raised by the Deputy and to reply to him as soon as possible.

Dental Services Provision

Deputy Michael Healy-Rae asked the Minister for Health the reason primary school children who are in need of routine checks from clinical dentists are not able to avail of such visits and can only be seen if they actually have a problem; and if he will make a statement on the matter. The Public Dental Service of the HSE provides dental services for children up to 16 years of age and persons of all ages with special needs through its dental clinics. All HSE dental clinics prioritise emergency care for children up to 16 years of age, treatment for special needs patients and screening of children aged from 11 to 13 years, including referral for orthodontic services where necessary. Other services, including screening of children 6 to 8 years, are provided but may be deferred in clinics where there is pressure on resources. The HSE Public Dental Service has recently been re-structured. It is intended that the new arrangements will facilitate standardisation of services available nationally.

I have asked the HSE to reply directly to the Deputy on dental services for school children in Co. Kerry.

Heritage Sites

Cycling Facilities Provision

272. Deputy Michael Healy-Rae asked the Minister for Transport, Tourism and Sport if he will approve a plan to tarmac a 10 km stretch of the old railway line from the Limerick border to Listowel, County Kerry; and if he will make a statement on the matter. [11197/14]

Kerry County Council have submitted an application for funding in respect of the old North Kerry railway line under a funding call for the National Cycle Network Programme, which was announced in 2013.  The North Kerry Line application incorporates two elements.  Firstly, the application is concerned with a proposal to extend the 39 km Great Southern Trail (GST) between the Kerry/Limerick Border, which is near Duagh, to Listowel.  This is the stretch of line to which the Deputy is referring.  The second element relates to a proposal for a 10 km Tralee to Fenit Amenity Trail, which begins at Casements Railway Station in Tralee to Fenit.  

All proposals are currently being considered by an assessment panel as part of the competitive process set against agreed criteria.  A decision and announcement of the successful projects under this second phase of the National Cycle Network Funding Programme is expected in the coming weeks.

Dublin Bus Services

Deputy Clare Daly asked the Minister for Transport, Tourism and Sport the reason the National Transport Authority with regard to bus rapid transit proposals is ignoring the expert advice published in October 2012 in the bus rapid transit in Dublin report, which concludes that demand on Swords to city section greatly exceeds the capacity that can be provided by a BRT system. The National Transport Authority (NTA) has statutory responsibility for developing public transport infrastructure in the Greater Dublin Area (GDA) including Bus Rapid Transit (BRT) projects. As I explained in my answer to the Deputy's question on the 18th February, the NTA has proposed a BRT Scheme as an interim solution to the short term demand needs of the Swords/Airport corridor.  It is accepted that BRT will not on its own replace rail-based solutions where a higher capacity solution is required in the long-term, such as on the Swords /Airport corridor.  

For this reason the NTA  is undertaking a technical consultancy  to assess the long term rail transport requirements of the North Dublin/Fingal corridor, extending from Finglas to Malahide and including Dublin Airport and Swords.  This review will examine existing proposals as well as other options for a rail-based transport solution to meet the area’s needs in the long term. 

Under the current capital plan, funding is only available for the initial design and route selection of a small number of BRT schemes.  These schemes will be considered along with others, including any project identified in the  NTA rail transport review for the North  Dublin /Airport Corridor, when selecting priorities for inclusion in the capital plan post 2016.    

The specific projects identified to meet current and future demand will be prioritised on the basis of affordability and a detailed appraisal with regard to their  benefits and costs.

Cycling Facilities Funding

Deputy Catherine Murphy asked the Minister for Transport, Tourism and Sport if he will provide a detailed breakdown of the annual spend on cycling provision, infrastructure, education and awareness in each local authority in 2013; if he will provide a list of all paved cycle tracks which are at a fully separated grade from other vehicular traffic; the number of such tracks currently in planning or construction; and if he will make a statement on the matter. The details requested by the Deputy are not held by my Department and are a matter for the individual Local Authorities.  However, in 2013, my Department provided funding to a number of Local Authorities under the Smarter Travel Programme to support walking and cycling. This funding was provided to support the delivery of cycling infrastructure and behavioural change measures. Details of funding under the various programmes are outlined in the table below.

Funding for the delivery of public transport infrastructure, including the provision of cycle lanes in the Greater Dublin Area (GDA) and the regional cities is a matter for the National Transport Authority (NTA) and I have asked them to reply to you directly on this matter. 

Local Authorities may also have received funding from other sources and this information, in addition to the details required in relation to off-road cycle tracks can be obtained by contacting the Authorities directly.  

Taxi Regulations

Deputy Peadar Tóibín asked the Minister for Transport, Tourism and Sport if he will advise on the testing system for entry to the taxi industry; the reason the fee for the test is so high at €86.10 per test; if a candidate who has marginally failed part of the test may access their test papers to help prepare for a new test; if the company overseeing the process can consider a reduced fee for persons who have failed more than once or can consider waiving or reducing the fee for those on the live register who are trying to get back to work.
