475. Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine when payment under the 2013 single farm payment and disadvantaged area-based payment schemes will issue to a person (details supplied) in County Mayo, the reason for the delay in issuing this payment; and if he will make a statement on the matter. The 2013 Single Farm Payment/Disadvantaged Areas’ Scheme application of the person named was selected for a ground eligibility/cross compliance inspection. The ground eligibility inspection identified an over-declaration in area that was deemed to have been intentional which, under the Terms and Conditions of the schemes, resulted in no payment issuing in respect of the 2013 schemes. The person named was notified of this decision on the 11 November 2013.

In addition, the person named failed to co-operate with elements of the cross compliance inspection in relation to cattle identification and registration requirements. Under the Terms and Conditions of the schemes, this resulted in a 100% penalty being applied to all payments due in respect of 2013. The person named was notified of this decision on the 2 August 2013. The person named was informed of the right to seek a review of these decisions. To date no request for a review has been received by my Department. In the event that the person named is dissatisfied with the outcome of any such review, the decision can be appealed to the independent Agriculture Appeals Office, within 3 months.
