Ceist:

47. Deputy Michael Lowry asked the Minister for Agriculture, Food and the Marine if he will intervene in two satellite inspection cases (details supplied) in County Tipperary; when the results of these inspections will be made available to his Department; if his attention has been drawn to the fact that the delay in providing these results is resulting in a delay of payments to the persons and is subsequently causing financial hardship; and if he will make a statement on the matter. EU Regulations governing the administration of the Single Farm Payment and Disadvantaged Areas’ schemes require that full and comprehensive administrative checks, including in some cases Remote Sensing (i.e. satellite) inspections, be completed before any payments issue. The person named in the 1st case submitted a 2014 Single Farm Payment/Disadvantaged Areas’ scheme application on 15 May 2014. This application was selected for a Remote Sensing eligibility inspection. This inspection is currently being finalised with the intention of issuing any payment due as soon as possible. In the event that any queries arise officials in my Department will be in contact with the person named.

The person named in the 2nd case submitted a 2014 Single Farm Payment/Disadvantaged Areas’ scheme on 29 April 2014. This application was selected for a Remote Sensing eligibility inspection. Initial processing of this inspection identified a requirement to verify the eligibility of a parcel of land by means of a field inspection. The results of this inspection are now being finalised with the intention of issuing any payment due as soon as possible. In the event that any queries arise officials in my Department will be in contact with the person named.

Processing of the application of the person named has recently been finalised, with payment issuing directly to the nominated bank account of the person named on 10 October 2014.

Deputy Brendan Griffin asked the Minister for Agriculture, Food and the Marine his views on reports of an exodus of 141 Department of Agriculture staff in 2014; his plans to replace these staff; his views that this loss of staff will cause a reduction in services; and if he will make a statement on the matter. In the context of the current fiscal position, the necessity to have a civil service that operates efficiently and effectively is more important than ever and my Department has been very focused on reorganising our work practices with the objective of driving efficiencies and realising savings. Our staff numbers have reduced by over 1,600 between 2004 (4,800FTE) and the end of December 2013 (3,154FTE). Within my Department, Workforce Planning is used as a tool to forecast current and future staffing needs and to assist in achieving the right balance between labour demand and supply so that the right numbers of employees, with the right skills are available at the right time. My Department continually reviews staffing levels in all areas of operation in light of operational needs and overall Government policy on staffing levels.  In the context of effective service delivery, I am satisfied that there are adequate processes in place in my Department to ensure that sufficient resources are available to maintain our high levels of customer service.

50. Deputy Michael Creed asked the Minister for Agriculture, Food and the Marine the way he proposes to deal with the problem of residual persistently infected, PI, animals to complete the BVD eradication programme; and if he will make a statement on the matter. [39470/14]

My Department recognises the importance of prompt removal of persistently infected (PI) animals to prevent further spread of infection within and between herds and encourages herd-owners to remove PI animals immediately. To encourage the early disposal of PI calves infected with BVD, I recently announced a re-focusing of financial supports available to farmers who dispose of their calves in a timely fashion. These measures provide for a €120 payment in respect of disposals of beef PI calves in suckler herds and payment of €75 towards the disposal of second and subsequent dairy PI female calves born in dairy herds that are disposed of in a timely manner. In addition, my Department’s Beef Genomics Scheme, also includes a provision to provide for the early removal of PI calves.

These supports have already resulted in a substantial increase in the number of PI animals being disposed of and I anticipate that, in light of the ongoing information campaign by Animal Health Ireland (AHI) on the need to dispose of PI calves, the improved measures will provide an effective incentive to encourage herdowners in timely disposal of PI animals.

Animal Health Ireland (AHI) are currently exploring the introduction of an Infectious Bovine Rhinotracheitis (IBR) eradication programme. This is in line with a number of European countries who have established programmes which allows them to seek guarantees in relation to the IBR status of animals imported into their territories. I welcome this initiative by AHI.
