As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme.  The planning, design and implementation of individual road projects (including at Wards Cross, Abbeyfeale, Co. Limerick) is a matter for the Transport Infrastructure Ireland (formerly known as the NRA) under the Roads Acts 1993-2015 in conjunction with the local authorities concerned. Within its capital budget, the assessment and prioritisation of individual projects is a matter in the first instance for TII in accordance with Section 19 of the Roads Act. Noting the above position, I have referred the Deputy's question to TII for direct reply.  Please advise my private office if he does not receive a reply within 10 working days.

Regional Airports

Deputy Pearse Doherty asked the Minister for Transport, Tourism and Sport the number of service disruptions, including cancellations and delays, which have affected public service obligation supported flights operating into and out of Donegal Airport at Carrickfinn, including the reasons for these disruptions, by instance, by month, for the years 2014 and 2015 in tabular form; and if he will make a statement on the matter. Following a public tender process, Stobart Air was selected as the air carrier to operate the Donegal-Dublin and Kerry-Dublin PSO routes under a new contract that commenced in February last year. Prior to that, the Donegal-Dublin service was operated by Loganair. The new contract with Stobart will operate for two years initially and, subject to a satisfactory review after 18 months, it may be extended for an additional year.

The contract contains certain performance requirements in relation to cancellations and delays. The number of flights cancelled for reasons directly attributable to the air carrier shall not exceed 2% on an annual basis and the number delayed by more than 30 minutes, again for reasons attributable to the carrier, shall not be more than 20%. Financial penalties are provided for in the contract for unsatisfactory performance. Stobart's overall performance on the Donegal route last year was well within these thresholds albeit that weather, which is outside their control, was a factor in a number of cancellations.

In accordance with the terms of the contract, the airline submits monthly reports to my Department on the operation of both services, including details of any flights which have been delayed or cancelled and these details in respect of the Donegal-Dublin service for 2014 and 2015 are tabulated as follows. 

My Department continues to monitor the performance of the airline in conjunction with the airport and is engaging with both parties to ensure that the contract terms are being complied with.

The improvement and maintenance of regional and local roads in Kerry is the statutory responsibility of Kerry County Council, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from the Council's own resources supplemented by State road grants.  The initial selection and prioritisation of works to be funded is also a matter for the Council.

Kerry County Council has forwarded proposals regarding road access at Rossbeigh and my Department will be in further contact with the Council in relation to its proposals.

Regional Road Network

Broughan asked the Minister for Transport, Tourism and Sport if he will contact the Dublin city manager in relation to the urgently needed upgrading of the road surface, road markings and traffic management systems on the N32-R139 in Dublin Bay North; if Dublin City Council has requested funding for these works; and if he will make a statement on the matter. The improvement and maintenance of regional and local roads, in its area, is a statutory function of each road authority in accordance with the provisions of section 13 of the Roads Act, 1993.  Works on such roads are a matter for the relevant local authority to be funded from its own resources supplemented by State road grants, where applicable.  In addition traffic management measures are also the responsibility of the relevant local authority.

Arising from the introduction of the Local Property Tax and the Government commitment that local authorities will retain 80% of the tax revenues, the four Dublin Councils became self funding for regional and local roads under the main road grant categories from 2015.

I propose to take Questions Nos. 383 and 384 together.

As road authorities, it is a matter for local authorities, in conjunction with TII in respect of national roads, to manage the maintenance of roads within their functional areas.  Within their roads budget, it is also a matter for local authorities to prioritise maintenance works which have safety implications.

The Department has not issued directives or guidelines in respect of the luminance of street lighting.
