588. Deputy Thomas P. Broughan asked the Minister for Housing, Planning and Local Government the process for the appointment of a chairperson and lay members to both the professional conduct committee and appeals board of the RIAI under sections 23 and 24 respectively of the Building Control Act 2007; if these appointments are subject to public advertisement such as on State boards or other public means; when the next appointments are due; and if he will make a statement on the matter. The processes for the appointment of members to the Professional Conduct Committee and Appeals Board of the RIAI are laid out in the Building Control Act 2007.   

In relation to the Professional Conduct Committee , the Chairperson shall be a solicitor, a barrister or a former judge of the Circuit Court, High Court or Supreme Court who shall be appointed by the Minister for Housing, Planning and Local  Government, with the consent of the Minister for Business, Enterprise and Innovation. The Committee includes 6 lay members who are nominated by the Minister for Housing, Planning and Local Government and appointed by the Registration Body.

In relation to the Appeals Board, the Chairperson shall be a solicitor, a barrister or a former judge of the Circuit Court, High Court or Supreme Court who shall be appointed by the Minister for Housing, Planning and Local  Government.  The Board consists of 3 lay members, two of whom are nominated by the Minister for Housing, Planning and Local Government and one of whom is nominated by the Minister with the consent of the Minister for Business, Enterprise and Innovation, and appointed by the Registration Body.

The RIAI does not receive any funding from my Department and as its Boards are not State bodies under the aegis of the Department, these appointments do not fall within the stateboards.ie process for Board appointments.  The next appointments to these committees are due on 10 March, 2019.
