The HSE launched the Incident Management Framework in January 2018.  The HSE Incident Management Framework is designed to provide health and social care services with a practical and proportionate approach to the management of incidents.  The HSE Incident Management Framework seeks to place a particular emphasis on supporting the needs of service users, families and staff in the aftermath of an incident. 

I have referred your question regarding implementation of the Incident Management Framework to the HSE.
