The following table sets out the position with regard to the flood relief schemes referred to in the questions as outlined above. These schemes are being advanced by the Office of Public Works and the relevant Local Authorities and are at various stages of construction. It would not be feasible to detail all the various works elements involved in the construction of these schemes. However, all the schemes have many of the construction works elements common to most flood relief schemes including reinforced walls, earthen embankments, culverts, dredging, pumping and other associated drainage components.

The Bandon Flood Relief Scheme is due to be substantially completed in the third quarter of 2019. Scheduled works on Bandon Bridge for 2018 have now finished. A small amount of work remains to be completed on the bridge and this will resume in May of next year and is due to be completed by July 2019. Scheme flood defence walls and embankments are now substantially completed. The works undertaken to date offer greatly increased flood protection to the town.

I propose to take Questions Nos. 181 to 183, inclusive, and 186 together.

I am pleased to confirm that the programmed flood relief works in Northlands, Co. Meath; the South Campshires in Dublin City; Foynes, Co. Limerick; and Bellurgan, Co. Meath are complete, or substantially complete, in all areas.

In Northlands, Co. Meath, the construction of the scheme, which consists of in-situ reinforced concrete walls and precast concrete “U-channels”, began in November 2016 and was substantially completed in Q1 of 2018.

In Dublin City, the South Campshires Flood Protection Project, which is being progressed by Dublin City Council (DCC) with funding being provided by the Office of Public Works (OPW), has been deemed to be substantially complete and is providing flood protection. The scheme was substantially compete in Q1 2018. While the site has been closed, monthly progress meetings with DCC are still being held, as there are a number of final outstanding items (in the form of tender competitions) being completed by DCC. However, the construction being carried out by the OPW is complete.

In Foynes, Co. Limerick, the tidal flood relief scheme includes a wall over a 1.3km stretch (mainly sheet piled) with 7 demountable barriers of varying lengths and other ancillary works, and protects Foynes from the 1 in 200-year tidal flood risk within the port. Works commenced in September 2016 and were completed in mid 2017.

In Bellurgan, Co. Louth, Louth County Council has been progressing the works which commenced in 2017 and are now substantially complete.

Dublin City Council is implementing the Wad River Flood Alleviation Scheme with funding from the Office of Public Works. Phase 1 of the Scheme has been completed. Work on Phase 2 is ongoing and the next stage is planned to comprise works under the Howth Road and under Clontarf Promenade. Following those works the next stage is planned to consist of works along Collins Avenue East, Malahide Road and Collins Park. All of these remaining works are planned to be carried out over a number of years.

The total Scheme, which comprises of large drainage culverts, a large retention pond and flood flow control devices, will provide protection against an estimated current 100-Year fluvial flood for approximately 206 buildings, as well as reducing flood risk to Howth Road, Malahide Road, Collins Avenue East and many local roadways in the Wad River Catchment.

Wicklow County Council is the lead authority for advancing the design of a flood relief scheme for Arklow with funding provided by the Office of Public Works. Consultants have been commissioned to undertake engineering and environmental studies to assess and develop a viable, cost effective and sustainable flood relief scheme for the Avoca River.

An Environmental Impact Assessment Report is currently being prepared and it is proposed to submit proposals for the Scheme to An Bord Pleanála in the second half of 2019 for approval under section 226 of the Planning and Development Acts. The application is dependent on the outcomes of surveys and studies, which are planned or underway, including an assessment of the potential impacts of the flood scheme on Arklow Marsh and a study of the hydro geomorphology of the Avoca River.

The Office of Public Works is not responsible for drainage or wastewater matters and these do not form any part of the proposed flood relief scheme..

The River Bride (Blackpool) Flood Relief Scheme was submitted by the Commissioners of Public Works for approval, i.e. Confirmation under the Arterial Drainage Acts, to the Minister for Public Expenditure and Reform in August 2018. The Minister is currently undertaking the Confirmation process.

The scheme will consist of the following works:

- The construction of floodwalls and embankments to mitigate against future flooding

- The construction of new culverts on a section of previously open channel

- Bridge replacement

- Installation of a sedimentation trap on the left bank of the River Bride

- Modifications to the existing foul and surface water collection networks in the general vicinity

- Construction of pumping stations

- Miscellaneous other minor works.

Subject to the Scheme being Confirmed following the review process, it is anticipated that a Contractor will be appointed to commence the works in mid 2019, with construction expected to take at least two years.

The estimated total budget for the Scheme at this point in time is €20.5 million. This is subject to change.
