403. Deputy Thomas P. Broughan asked the Minister for Agriculture, Food and the Marine his views on recent reports by four UN rapporteurs that atypical worker permits for migrant fishery workers were leaving those workers vulnerable to serious abuses in view of the fact that the permits tie workers to individual ships and their owners; and if he will make a statement on the matter.
