285. Deputy James Lawless asked the Minister for Employment Affairs and Social Protection the recruitment, training and qualification process for celebrants of weddings and similar services; her views on whether the role would benefit from a standardised qualification; and if she will make a statement on the matter. Section 53 of the Civil Registration Act 2004 provides that An tArd-Chláraitheoir (Registrar General) shall establish and maintain a Register of Solemnisers to solemnise marriages.  The Registrar General has no role in the recruitment, training, or qualification process for marriage solemnisers.  This is a matter for the individual bodies that may apply, under section 54 of the Act, to have a person entered in the Register of Solemnisers.  These bodies are: the Health Service Executive, a religious body, or a secular body, as defined in section 45 of the Act.
