To begin, I wish to draw the Deputy’s attention to my response to question number 139 of 4 July 2019 where I outlined the current situation regarding the status of the scoping exercise.
In my reply, I advised that following the submission of Judge Haughton’s proposed changes to the terms of reference, which stemmed from his meetings with the O’Farrell family, I had sought the advice of the Attorney General on these changes. These advices have been under examination with Department officials with a view to finalising the terms of reference and formally commencing the scoping exercise.
These examinations are currently in their latter stages and I hope to have them completed shortly. As soon as the final terms of reference are agreed, Judge Haughton will be in a position to advise the family as to their content and begin his important work. The terms of reference will be published on my Department's website.
