586. Deputy Tom Neville asked the Minister for Employment Affairs and Social Protection if a domiciliary care allowance application by persons (details supplied) will be assessed; and if she will make a statement on the matter. [39321/19]

Domiciliary Care Allowance (DCA) is a monthly payment, payable to the parent/guardian of a child who requires additional care and attention as a result of a severe disability and will require  same for at least 12 months, it is payable up to the age of 16 years. 

When a DCA application is awarded, it is paid from the month following receipt of the application.  The DCA application from this gentleman was received in the department on the 3rd June 2019.  As a result the earliest payment due, if the application was to be awarded, would have been July 2019.  As the child was 16 years of age on the 19th June 2019, she was not qualified in July and as a result DCA is not payable.

A letter issued to the person concerned on the 19th August 2019 outlining the decision and their right of appeal.

I hope this clarifies the matter for the Deputy.
