106. Deputy Jan O'Sullivan asked the Minister for Education and Skills if he will request his Department to speed up the payment of wages to teachers that participate in home tuition; and if he will make a statement on the matter. [40887/19]

The purpose of the Home Tuition Grant Scheme is to provide funding towards the provision of a compensatory educational service for children who, for a number of specific reasons, are unable to attend school. The terms of this scheme are set out in circular 56/2019 which is available on my Department’s website at:

As set out in this circular my Department acts as a payroll agent only on behalf of the parent/legal guardian who has made the application for Home Tuition. Payments in respect of the tuition provided under the terms of the Home Tuition Grant Scheme issue on a monthly basis to the approved Tutor via the Non–Teaching Staff (NTS) payroll operated by my Department. In order for payment to issue, a payment claim form must be completed and signed by both the Parent/Legal Guardian and the Tutor and forwarded to my Department at the end of each and every calendar month in which tuition was provided.
