Domiciliary Care Allowance (DCA) is a monthly payment, payable to the parent/guardian of a child who requires care and attention as result of a severe disability and will require same for at least 12 months , and is payable up to the age of 16 years.

As the child concerned will be 16 years of age in December 2019, DCA ceases and the final payment will be December 2019. A letter issued on the 29th August 2019 to advise of the position and advising that it is open to the child to apply for disability allowance (DA) in his own right on reaching age 16. Any claim to DA will be decided based on the scheme criteria and the means test involved will be based on the income of the applicant.

I trust this clarifies the matter for the Deputy.
