57. Deputy Richard Boyd Barrett asked the Minister for Housing, Planning and Local Government if the land and homes on a site (details supplied) will remain in public ownership into the future in view of the possible transfer of a site to the Land Development Agency; and if he will make a statement on the matter. The Land Development Agency (LDA) is currently working with Dun Laoghaire Rathdown County Council on a delivery plan for the site referred to. This site can yield approximately 600 homes, which are likely to be primarily social and affordable housing. Ultimately, any decision regarding the ownership and development of the site will be a matter for the local authority.

As provided for under Section 183 of the Local Government Act 2001, any decision to dispose of local authority land, including to the LDA, is a reserved function of its elected members.

The Joint Oireachtas Committee on Housing, Planning and Local Government recently carried out pre-legislative scrutiny of the General Scheme of the LDA Bill. It is important to note that the General Scheme provides that the shareholders (i.e. owners) of the LDA will be the Minister for Public Expenditure and Reform and the Minister for Housing, Planning and Local Government.
