238. Deputy Dara Calleary asked the Minister for Children, Equality, Disability, Integration and Youth the rules and regulations attached to the placement of children in foster care; his views on whether many of the restrictions placed upon children in such care may actually be having a negative rather than the hoped-for positive effect upon the health and well-being of the child (details supplied); his plans to order a review of such restrictions; and if he will make a statement on the matter. Since public health restrictions were introduced Tusla has demonstrated a strong commitment to ensuring children in care, where it is assessed as in their best interests, have contact with their families. Guidance has issued to Tusla staff with regard to children in care and their contact with their parents and families. Tusla is an essential service and as such the public health restrictions relating to travel and number of households meeting do not apply. A risk assessment is required and this must consider the individual circumstances of each child, their family and foster carers.

Each situation is assessed on its own merits and as such it is difficult to comment on the particular situation referenced. Tusla promotes the local resolution of complaints where possible and we would encourage the family/people impacted to make direct contact with local social work management in relation to their concerns.
