603. Deputy Jim O'Callaghan asked the Minister for Justice the number of breaches detected via the HGV permit tracker application that were referred to An Garda Síochána for fine and penalty point issuing; the number of fine payments that were paid or are outstanding for 2020, respectively; the individual quantum of fine and the total value for 2020; and if she will make a statement on the matter. I have requested the information sought by the Deputy from the Garda authorities and I will contact the Deputy directly once the information is to hand.

The following deferred reply was received under Standing Order 51
I refer to your Parliamentary Question No. 603 of 10 February 2021 where you asked for the number of breaches detected via the HGV permit tracker application that were referred to An Garda Síochána for fine and penalty point issuing; the number of fine payments that were paid or are outstanding for 2020, respectively; and the individual quantum of fine and the total value for 2020. You will recall that the information could not be obtained in the time available and I undertook to consult with An Garda Síochána and contact you again when the information became available.
The report is now to hand and I am informed by the Garda authorities that Heavy Goods Vehicles (HGVs) with 5+ axles are not permitted to enter a restricted area of Dublin city centre between certain hours without the required permit.
An Garda Síochána worked closely with Dublin City Council in the development of the HGV permit app. The app is freely downloadable by members of the public so they can check to ascertain if certain vehicles have a permit to be within the cordon area. Members of the public can report any violations to Dublin City Council.
I am informed by the Garda authorities that there were no referrals from Dublin City Council to An Garda Síochána in 2020.
I am further informed that as this is not a Fixed Charge Notice offence, there are no penalty points for breaches.
I am advised that any such offences are dealt with by way of summons. I am further advised that following a search of the PULSE system in February and March 2021 no summonses were found for this offence for the year 2020.
Please be advised that as PULSE is an operational system and may be liable to change.
