81. Deputy Peadar Tóibín asked the Tánaiste and Minister for Enterprise, Trade and Employment his views on the proposed instant payments system proposed by banks (details supplied) and the objection filed by an organisation with the Competition and Consumer Protection Commission; and if he will make a statement on the matter. The Competition and Consumer Protection Commission (CCPC) is the statutory body responsible for the enforcement of domestic and EU competition law in the State. Section 9 (5) of the Competition and Consumer Protection Act 2014 provides that the Commission is independent in the performance of its functions.

I understand that this transaction is currently the subject of an ongoing merger examination by the CCPC. As investigations and enforcement matters generally are part of the day-to-day operational work of the Commission and part of its independent statutory role, I have no direct function in the matter and have no view on it other than that appropriate processes should be followed.
