Deputy Joe O'Brien asked the Minister for the Environment, Climate and Communications if the National Oil Reserves Agency will be requested to maintain a reserve supply of AdBlue for hauliers in the event of a major interruption in supply due to current events; and if he will make a statement on the matter. Amharc ar fhreagraThe National Oil Reserves Agency, NORA, is the State Agency with responsibility for ensuring that Ireland meets its obligations in relation to maintaining a minimum of 90 days reserve stocks of petroleum products which may be utilised in the event of a physical shortage of supplies. These obligations arise as a result of European Union legislation and the rules of the International Energy Agency (IEA), of which Ireland is a member. Responsibility for NORA falls under the remit of the Department of Environment, Climate, and Communications.
AdBlue is an additive which is added to diesel engines in order to reduce Nitrogen Oxide emissions. It is not a petroleum product which may be counted towards the State’s stockholding obligations and accordingly there is no statutory basis or obligation for NORA to hold this additive.
